
DNA Tests Showed Black Man Not Guilty Of Rape
The Connecticut legislature voted unanimously to give $5 million to an East Hartford brotha that spent more than 18 years on lockdown for a rape he didn't commit.
Governor M. Jodi Rell proposed a compensatory sum earlier this year that was embarrassing and offensive. Looks like she's had a change of heart, however, now saying it will be an honor to sign off on the amount ten times more than what she initially felt was sufficient.
"I think we all wonder, could we be so kind and gentle and humble as we find this person," asked Rep. Kenneth Green, D-Hartford. "He did not deserve to be incarcerated or 18.5 years -- $5 million is the least that we can do."
James Tillman, who lacked any signs of bitterness, was given a standing ovation after Wednesday's vote. Many said they hope the money will let him live the rest of his life in relative comfort.
Tillman was 26 when he was arrested. He was sentenced to 45 years in prison after being convicted of raping and beating a woman in Hartford in 1988.
The victim identified him, but Tillman was exonerated last summer after DNA tests showed he could not have been the attacker. While Tillman's millions will not be subject to state taxes, those pretty little green ones will be subject to federal taxes.
