New Orleans, Hurricane, Getting Out of Town... Here We Go Again! But This Time Without Superdome Shelter, You're On Your Own
Does this picture look too familiar. Well it should. It's folks leaving New Orleans over that same bridge they used when Hurricane Katrina hit. Last night city officials, in anticipation of Hurricane Gustav, ordered all roads converted one way, out of town. The only way you are getting into New Orleans is by a helicopter and it better say on the outside FEMA or Homeland Security."I'm getting out of here. I can't take another hurricane," said Ramona Summers, 59, whose house flooded during Katrina. She hurried to help friends gather their belongings. Her car was already packed for Gonzales, Louisiana, nearly 60 miles away to the west of New Orleans.
Gustav swelled into a major hurricane south of Cuba on Saturday and could strike the U.S. coast anywhere from the Florida Panhandle to Texas by Tuesday, but forecasters said there is a better-than-even chance that New Orleans will get slammed by at least tropical-storm-force winds.
That raised the likelihood people will have to flee, and the city suggested a full-scale evacuation call could come as soon as Sunday.
Police and firefighters were set to go street-to-street with bull horns over the weekend to direct people to leave. Unlike Hurricane Katrina, there will be no shelter of last resort in the Superdome.
Those among New Orleans' estimated 310,000 to 340,000 residents who ignore orders to leave accept "all responsibility for themselves and their loved ones," the city's emergency preparedness director, Jerry Sneed, has warned.

Hold On New Orleans, Hurricane Gustav Is On The Way
Will Mayor Negan And Homeland Security Get It Right This Time?Almost three years to the day after Katrina devastated New Orleans, disaster-response officials are bracing for Tropical Storm Gustav's projected landfall there as forecasters predict it will strengthen into a major hurricane. Someone wake President Bush, because New Orleans is no where near ready for this.
The Department of Homeland Security's Federal Emergency Management Agency, criticized in 2005 for its slow response to Katrina, is working with state officials to prepare for the storm. FEMA said it moved 2.4 million liters of water in 137 trucks, 4 million meals in 203 trucks, 478 electric generators and 267 truckloads of blankets and cots into position for distribution in the Gulf Coast states.
Mayor Ray Nagin said that the city's protective ring of levees isn't fully strengthened after some parts failed when Katrina struck on Aug. 29, 2005, contributing to floods that covered 80 percent of the city.
``Although we have made strong strides in rebuilding our infrastructure, the levees have not been fully repaired and we have an $800 million budget gap to complete our sewage and water systems,'' Nagin said in a statement.
Well at least we hav the excuses put togther before the storm. Might as well start blaiming a few people in advance of the mess that will surley occur after the storm.

Katrina Coming Again: Why New Orleans Isn't Worried, When They Should Be!
Why is it we are still talking about the aftermath of Katrina, the billions of dollar still needed to fix things. And now through an Associated Press (AP) investigative report we find people are being complacent with the shotty unfinished work done so far, and how they believe they could NOW withstand another Katrina. Wow, how deadly wrong they are.
In a yearlong review of levee work, The Associated Press tracked a pattern of public misperception, political jockeying and legal fighting, along with economic and engineering miscalculations, that threaten to make New Orleans the scene of another devastating flood.
Interviews with a variety of officials confirmed that many have not learned from mistakes made after Hurricane Betsy in 1965, which set the stage for Hurricane Katrina.
"People forget, but they cannot afford to forget," said Windell Curole, a Louisiana hurricane and levee expert. "If you believe you can't flood, that's when you increase the risk of flooding. In New Orleans, I don't think they talk about the risk."
Levees tend to get built after devastating hurricanes: It's happening now and it happened after Betsy flooded much of the same low ground that Katrina invaded.
Between Betsy and Katrina, about 22,000 homes were built in eastern New Orleans.
"We were under the illusion that what we had done would prevent another Betsy from flooding the area," said Philip Ciaccio, a former longtime politician from eastern New Orleans, a reclaimed swamp. "Hopefully the experts know what they're doing this time."
The corps says its work is making the city safer, but there are doubts.
Records show the corps has installed faulty drainage pumps, used outdated measurements, issued incorrect data, unearthed critical flaws, made conflicting statements about flood risk and flunked reviews by the National Research Council.
A critical analysis of what it would take to build 500-year levees was supposed to be done last December but remains unfinished.
The corps says the work is on budget and will be done by 2011. mmmmm maybe but what t kind of storms will we have before then?

CALIFORNIA FIRE RELIEF: SAN DIEGO'S QUALCOMM STADIUM JUST LIKE KATRINA, ONLY COMPLETELY DIFFERENT
I Don't Remember Seeing This Kind Of Treatment For Katrina Victims ... Or Maybe It's Me!
News papers report: THOUSANDS of evacuees flocked into San Diego's Qualcomm Stadium to escape California's fires, evoking scenes reminiscent of 2005's Hurricane Katrina aftermath when the New Orleans Superdome housed flood victims.
But to be blunt, Qualcomm is a stadium for football. The New Orleans Superdome is a place for football ... but that's where the similarities end. To most of you I don't even have to print the pictures of the New Orleans Superdome and the chaos that existed. In fact I probably shouldn't because they are painful. But let's just start with the fact that there were no lights on in that hell hole and all the toilets were backed up. All I need to tell you about the the people staying at Qualcomm is that they are being fed gourmet food donated by local restaurants. There have been live bands playing music all day.
What is this place called San Diego California? I mean how nice could it really be? Well with any place it's important to have work and paid a good salary, enough to raise a family of four right? But if you have ever been offered a job in San Diego California you probably were surprised with how little money was offered to you. Why? Well in each contract in large print at the bottom of your offer sheet , printed very clearly is, THE SUNSHINE CLAUSE: "The city of San Diego is so damn beautiful, and the weather is perfect 12 months a year. You are lucky and blessed to live and work in such a paradise. Please note the palm trees and ocean views. You really should be paying us for giving you this job. Therefore accept this paltry monetary offer for your services and enjoy." Everyone and I mean everyone signs it and moves on with their wonderful life.
In San Diego there are no poor people, no illiteracy, no homelessness. And women of the US hear this. Because of the nearby military bases ... there are men, lots of men, men with jobs!! I think I hear Portland, Seattle, Detroit, Atlanta and D.C. women booking air flights now. Yes, your neighbors are so excited you can hear them right through the wall, "Yes, I said San Diego California. Yes I know about the fires but what's a little smoke? Do you have any flights left for tonight, 'cause I hear they have 200 National guard troops just at Qualcomm Stadium!!!."Before I go on, let me retract my first statement. There is one more similarity between the California fire disaster and the Katrina disaster. The Federal Government got it all wrong and is messing it up for everybody, again. How??50% of our troops 50% of the planes and equipment that would be dumping water on the California fires, is in Iraq. That's right one billion dollars of equipment that is normally used to control the fires in California, especially those planes, is in Iraq.
Brownee ... er George W. Bush, you are doing a fine job.
Now for those who want front line news at Qualcomm Stadium, some other stories went on to say ...
Old and young, rich and poor, an estimated 20,000 people had formed a well-organised refugee camp in the parking lot of the Qualcomm Stadium. Early accounts said the centre's operations were well organised and clean. The assessments are in stark contrast to the filth and chaos at New Orleans's Superdome after Katrina. President George Walker Bush was lambasted for his handling of disaster relief efforts after the hurricane, and had been quick to react to this latest disaster, promising firefighting resources, money and more.
Several people spoke confidently of being able to return to their homes as soon as the fire crisis subsided. However others were not so lucky. Cindy Alexander, 54, who lived alone and survives on a disability allowance, said she lost her one-bedroom home in Ramona, 80km north of San Diego -- one of the worst-hit areas in the state. "My daughter called me and said it was gone," Ms Alexander said. After receiving her evacuation notice she paused only to gather a few possessions -- clothes, blankets, pillows and a box of family photos.
It was the second time that California fires had hit her family. Her daughter's home was destroyed in 2003. "We've had a hard life. It's like, 'OK God, What else?' " she said. Ms Alexander's daughter-in-law, Brandy, said she had lost contact with other relatives caught in the fire drama. "At least we'll have cots tonight," she said. "And we've got our health, and our cats."Two parking spaces along, members of the Rey family were relieved to discover that they would soon be leaving the stadium for the comfort of the luxury Loews Hotel in San Diego. "A room opened up tonight and we secured it," said Butch Rey, a 45-year-old software company executive, who arrived at the stadium with his wife, three children and two parents. The Reys had been ordered to evacuate their four-bedroom home in the upmarket San Diego suburb of Scripps Ranch. So far it has not been damaged.
Nevertheless, his children weren't taking any chances. "The boys took all their autographed baseballs," Mr Rey said. He told of the random generosity of strangers. "Last night a man drove up in a BMW and said that he had a five-bedroom house and somebody was welcome to stay there with him," he said. "A family went home with him."The American Red Cross was receiving donations of blankets, torches, batteries, cots, sleeping bags, tents, hygiene products, canned goods, bottled water and money. And though most peopleI feel are inconvenienced, most are calm and optimistic. Because when it's all over, these people will rebuild their lives ... in paradise.

Hurricane Katrina made landfall south of New Orleans at 6:10 a.m. Aug. 29, 2005, as a strong Category 3 hurricane that flooded 80 percent of the city and killed more than 1,600 people in Louisiana and Mississippi. It was the worst natural disaster in the history of the United States.

There are relationships now that are completely over,’’ said Robert Smallwood, a New Orleans writer. ‘‘The city has been dying this slow death. In New Orleans, you can’t escape it. It’s bad news everyday.’’
Churches will hold memorial services, including one at the historic St. Louis Cathedral on Jackson Square, and ring bells in honor of the victims.
A candlelight vigil is scheduled in Jackson Square at dusk, right around the time the French Quarter may start getting tipsy with street parties and anniversary revelers, as happened last year.
Several presidential contenders, including Sens. Barack Obama and Hillary Clinton, have visited in recent days. Meanwhile, an international people’s tribunal has been convened to take testimony from victims.
The tribunal is being spearheaded by legal activists trying to build a case under international law accusing the United States of human rights abuses during and after Katrina.

Black Councilman Oliver Thomas Busted, While Mansfield Brothers Must Now Pony-Up For Showing Their Butts

Once believed to be a likely candidate for mayor in 2010, Oliver M. Thomas, Jr, pleaded guilty for accepting $15,000 in bribes. He resigned effectively immediately from the New Orleans City Council after serving 13 years.
The African-American vice president apologized and said he hoped his troubles do not become a distraction to Hurricane Katrina recovery. "I'm sorry I didn't live up to the faith you put in me," Thomas said. "It was wrong and I accept full responsibility for using incredibly poor judgment."
Released on bond pending sentencing on Nov. 14, he faces up to 10 years in prison and a $250,000 fine. The corruption probe apparently took a heavy psychic toll on the 50-year-old brother as he confessed that he even contemplated suicide. His lawyer and family "helped save my life," Thomas said. "I have made peace with my God."

Thomas admitted to taking those pretty little green ones in 2002 from Stan "Pampy" Barre, a member of former Mayor Marc Morial's inner circle and a key figure in a long-standing federal investigation into known City Hall corruption.

Barre is cooperating with investigators after pleading guilty in a separate case. Morial, now the president of the National Urban League, has not been accused of wrongdoing. Barre contacted Thomas asking him for help in maintaining a contract to operate two parking lots near the famed French Quarter.
In the separate case, Barre pleaded guilty in January to plotting to skim more than $1 million from a $64 million, 20-year contract for energy management services signed in the last days of Morial's administration in 2002.

Meanwhile, a violent crime problem in parts of the city has further marred the hurricane recovery. New Orleans led the nation in murders per capita in 2006.

Anyone wearing sagging pants who exposes his or her underwear will face a fine of up to $150 plus court costs, or face up to 15 days in jail under a new law that takes effect in Mansfield.
Starting Sept. 15, folks can now be found guilty of indecent or lewd behavior when found in a “state of nudity, or partial nudity, when your drawals are exposed. Several municipalities and other parish governments in Louisiana have enacted similar laws recently.

You Know It's Hard Out Here Being Black: Post-Katrina, America Still Devalues The Disenfranchised
A Call to Action: Commemorating the 2-Year Anniversary of Hurricane Katrina
On the heels of the success of the Essence Music Festival in New Orleans last month, which brought in more than $120 million to the New Orleans economy, editorial director Susan Taylor along with other civic-minded leaders have sparked a mobilization effort called A Day of Presence.
This event is scheduled for Wednesday, August 29th.
Why are they doing this? Despite the festivities of this year's successful annual festival, a disturbing reality remains:
* 200,000 displaced people from Katrina are still living in trailers; those very trailers are now being reported to have excessive levels of formaldehyde which has been known to cause health problems ranging from respiratory diseases to certain kinds of cancer.
Katrina Victims Will Be Moved from Possibly Toxic Trailers
* More than 250,000 evacuated residents are still scattered throughout the nation;
* There still are no mental health services or hospitals to serve the uninsured poor;
* 70 public schools in Orleans Parish remain closed.
* Nearly a billion dollars in donated foreign aid went undistributed to assist the Gulf coast region and its victims.
